Study on Student Completion Rates/Seeking Critical Amendments
After several rounds of amendments, this bill now directs the Community College Board of Governors to conduct a study on improving student success. While the worst elements of this bill have been deleted, it continues to lack sufficient context. FACCC has proposed additional amendments to clarifying that any additional money to improve student success be considered after full restoration of categorical programs, growth, COLA, improvement in the enhanced non-credit rate, and advancement on 75/25. FACCC is also seeking recognition for the special condition of CTE courses with lower rates of completion when students determine that they are not suitable for the subject matter. Finally, FACCC seeks statutory protection for faculty to guard against pressure to engage in grade inflation. SB 1143 should not be approved without these additional changes.
