SENATE COMMITTEE ANALYZES FACILITIES BOND
Wednesday, the Senate Education Committee commenced a series of hearings to discuss the proposed higher education facilities bond. Governor Schwarzenegger has two legislative measures, AB 1838 (Daucher) and SB 1164 (Runner), while Assembly Speaker Nuñez has introduced his own proposal, AB 58.
While the Governor’s proposals divide the proceeds of a higher education bond on roughly equal proportions between community colleges, University of California , and California State University , the Speaker endorses providing community colleges with 52 percent, with each of the other segments at 24 percent.
Senators Jack Scott (D – Pasadena ) and Joe Simitian (D – Palo Alto ) disagreed with the equal distribution formula, because community colleges serve over 70 percent of California ’s students. Secretary of Education Alan Bersin affirmed Governor Schwarzenegger’s support of the community colleges, and expressed interest in a continuing dialogue about the bond proceeds.
FACCC-SPONSORED SB 55 (LOWENTHAL) ADVANCES
Yesterday, the Senate approved FACCC-sponsored SB 55(Lowenthal), clarifying legislative intent about appearing on a local governing board’s agenda. While current law expresses a preference for “members of the public” to be able to place an item on a trustee board agenda, it is silent about representatives of community college based organizations having the same right.
This omission has prevented faculty leaders from being shut out of the agendizing process.
SB 55 will head to the Assembly Higher Education Committee.
SENATE RULES COMMITTEE APPROVES TRB APPOINTEES
Wednesday, the Senate Rules Committee approved two of Governor Schwarzenegger appointees to the Teacher Retirement Board (TRB).
Roger Kozberg, 69, of Beverly Hills , is a risk management consultant and was previously a senior vice president for Marsh Risk & Insurance Services from 1997 to 2005. He has over forty years of experience in the insurance brokerage business. Kozberg also serves as a director of the public television station KCET in Los Angeles , and is a trustee for the Natural History Museum of Los Angeles County.
Jerrilyn Harris, 62, spent more than 20 years teaching middle school and high school science. After retiring, she worked as executive director of the Employers Council of Mendocino County. She is a former chairwoman of the Commission on Teacher Credentialing, which conducts disciplinary hearings.
Both Kozberg and Harris are Republican. Their confirmation proceeds to the Senate floor.

ASSEMBLY COMMITTEE APPROVES SPEAKER’S FACILITIES BOND
Last week, the Assembly Higher Education Committee unanimously approved AB 58 (Nuñez), authorizing $9.387 billion to be placed before the voters for a K-university facilities bond. Speaker Nuñez communicated to FACCC that he had a strong interest in promoting community colleges through this bond. AB 58 distributes the proceeds among the public higher educational segments as follows: $1.507 billion to community colleges, with $0.69 billion to both California State University and the University of California . AB 58 has been sent to the Assembly Appropriations Committee for its review.
In contrast to Speaker Nuñez’ bond proposal, the Schwarzenegger Administration is sponsoring its own bond measures, AB 1836 (Daucher) and SB 1164 (Runner). These proposals would place bond proposals on 2006, 2010, and 2012 ballots, but the distribution among the three segments of higher education would be considerably less favorable to community colleges. Neither AB 1836 nor SB 1164 has been set for hearing.
COMMUNITY COLLEGE BOARD OF GOVERNORS DELIBERATES JANUARY BUDGET
Responding to the governor’s January budget proposal for community colleges, the CCBOG approved two motions on Tuesday. The first motion expresses the unanimous support and appreciation of the Board for the funds proposed in the January budget.
The second motion highlights the Board’s understanding of the potential for additional sources of funding to become available during the budget process that might address unmet System needs. As part of the motion, the Board directed System Office staff to develop a plan for the redirection of any unspent current-year appropriations, which will then be submitted for the Board’s review and approval. FACCC will be actively involved in discussions with System Office representatives in the formation of this plan.

SAN DIEGO ISSUES FORUM TOMORROW: TAKE YOUR ROLE IN SUPPORTING THE COMMUNITY COLLEGE INITIATIVE
